Abstract
La situación española en materia de eficiencia
energética en los edificios ha sufrido una sustancial
modificación como reflejo de la transposición
de las directivas europeas en el ánimo
de lograr los objetivos comunitarios de alcanzar
el nivel de Edificios de Energía Casi Nula, de
manera escalonada, a partir de 2018 con 2050
como objetivo comunitario final. El estado
actual de la aplicación de las medidas a cada
país demuestra que es difícil alcanzar el objetivo
marcado. En algunos países, como Noruega
o Dinamarca, el calendario de aplicación de
medidas se está cumpliendo. Hay otros como
Alemania y Holanda que están siendo conservadores
en la aplicación de exigencias pero, de
forma paralela, existe una actividad económica,
de investigación y de transformación de los
edificios con el criterio de asegurar que todos
los ciudadanos puedan cumplir la norma. En
países como España y la mayor parte de los
estados hay diferencias entre el progreso de la
transposición de la normativa y la aplicación
real de la misma. Un análisis de la situación en
distintos estados de la unión europea permitirá
establecer los puntos clave sobre los que se
podría actuar en España con vistas a una posible
revisión y mejora del cumplimiento.
The Spanish situation regarding energy efficiency in buildings has undergone substantial modification reflecting the transposition of European directives in the mood to achieve Community objectives to achieve the level of Nearly Zero Energy Buildings, in stages, from 2018 with 2050 as the final EU target. The current status of implementation of the measures for each country shows that it is difficult to achieve the objective. In some countries, such as Norway and Denmark, the implementation schedule of measures is being fulfilled. There are others, such as Germany and the Netherlands, being conservative in implementing requirements but, in parallel, there is an economic activity, researching and transforming buildings with the criteria to ensure that all citizens can meet the standards. In countries like Spain and most of the states there are differences between the progress of transposition of the regulations and the actual application of it. An analysis of the situation in different states of the European Union will establish the key points on which Spain could act in with a view to a possible revision and improved compliance.
